Most new accounts can send as soon as their domain is verified, with no manual approval to wait for. A few signups are reviewed before their first send. Until that review finishes, the API refuses their sends, so retry once the account is approved. While an account is new, Samva sends with tighter limits and checks each new email before it goes out, and the limits lift on their own as your mail delivers cleanly.
What you need to do. Handle RateLimitedError by waiting retryAfterSeconds and retrying. If you match on the onboarding review decision, drop the exempt value, which no longer exists.

- An email the check can't clear is held for review instead of sent. It's accepted, stays queued, and goes out or fails once someone looks.
