Use the Effect SDK with stable Effect 4.0.0

The Effect entrypoints in samva 0.10 and @samva/webhooks 0.10 need stable effect 4.0.0. The CLI bundles it, and the Promise SDK needs no Effect.

The Effect SDK now runs on the stable release of Effect 4, so you can drop the release candidate.

What you need to do. If you import samva/effect or @samva/webhooks/effect, upgrade your app's effect package to 4.0.0. The old 4.0.0-rc.117 is no longer supported.

Using the Promise SDK? You don't need Effect at all, and nothing changes for you. The CLI bundles the stable runtime, so your commands and config keep working.

Also fixed: big JSON results from the CLI stay valid when you pipe them to jq.
