Permanently delete a template project

Permanently deletes the project and every template in it.

/v1/templates/projects/{id}

Permanently deletes the project and every template in it. Refuses with 409 and reference kind/id pairs while any entry or the project is in use. Repository, workspace, conversations, draft assets, publications and previews are removed through durable cleanup. Sent-message history keeps its snapshots. Newsletter issue projects can only be removed through their topic.
