Permanently deletes a template and its publications, input contracts, variants and preview rasters, freeing its slug.

Permanently deletes a template and its publications, input contracts, variants and preview rasters, freeing its slug. Refuses with 409 and reference kind/id pairs while in use. Sent-message history keeps its snapshots. The project and its Git files remain. External object cleanup retries durably.
