Returns namespace summaries, newest first, filterable by creation time (`after`, `before`).
Returns namespace summaries, newest first, filterable by creation time (after, before). Pass nextCursor back as cursor for the next page; it is null on the last page. Read a namespace's metadata with GET /v1/namespaces/{id}.
