Recheck a custom tracking domain's certificate

Checks the hostname's certificate now instead of waiting for the next scheduled check, and returns the refreshed state.

Checks the hostname's certificate now instead of waiting for the next scheduled check, and returns the refreshed state. Samva checks a hostname at most once every 30 seconds; a recheck inside that window returns the state from the last check. Returns a conflict when custom tracking is disabled or being torn down.
