Replaces this scope's rules and instructions only when ifVersion matches its current version.

Replaces this scope's rules and instructions only when ifVersion matches its current version. A stale version returns a conflict. More specific scopes replace defaults; atLeast floors remain binding. Identical rule matches in one scope are rejected.
